ABSTRACT

Today many developed countries, called information society, have gained the level of technology and development with respect to the investments they made in human source they give importance. In recent years, when the level of development of any country is explained, due to their GDP per capita levels. The human power that those counties have is taken into account as an important indicator. Besides physical factors, human factor has gained importance today. Education is one of the most effective factors in development. Thus, the expenditure on education is, to a great extend, regarded as investment.
