ABSTRACT

The phenomenon of the population movements is always among the important issues in history and today. Administrators develop the project in order to know and assess the reasons of migration and the characteristics of the population which comes to country or leaves from country, and to produce the strategy at the point of not being threat. In this sense, Turkey maintains the characteristic of being an important migrations region. In this study, the rights of association, participating an associatıon and getting information which are important tool in ensuring to appear in public life at the local level for the foreigners not to be evaluated as tourist because of settling in Turkey for along periods are examine now in at the local level of visibility in public life is an freedom.
