ABSTRACT

After the middle of the nineteenth century, Germany and Italy completed their political unity which affects the power balance depending upon Europe deeply. Especially, Germany’s searching commodity and market for its developing industry is a reason for the serious competion with England in the area of colonialism.This situation led to the polarization between European countries. Towards the end of the century, the polarization between these two states would be remembered as the Allies and the Central Powers and in 1914 war would start between these groups.

The war lasted four years and millions of lifes were lost. Therefore, some contracts have been signed between the parties in order to improve the situation of military and civilian prisoners. Ottoman State having a part in the war with Central Powers have also signed contracts for this reason with England and France in Bern.
